*times could be - 10-30 seconds depending on when picked up*

found this at mlgpro.com not 100% sure how accurate it is but its probably close so hope this helps you all.

my team and i have timed rockets for sure.  Rockets spawn every 3 minutes as long as rockets are not being held or already on map.  If it has been over 3 minutes and rockets have still not been dropped and then r dropped rockets will spawn instantly.  There are variables which will make rockets spawn 15-30 seconds later such as picking up rockets before they hit the ground.

yep, timing weapons is extremely useful. It really ticks people off when the other team gets control of Rockets/Sniper/Custom every time in a match.
